The European Union has mandated Italy to set up several maritime control centres in Libya. The Coast Guard and Maritime Police will be linked to European surveillance systems, the authorities will communicate directly with Frontex. The project costs 46 million euros and starts in July. But the Libyan Coast Guard has since long been connected to Italian counterparts.
According to media reports, as of last week Libya has an official sea rescue zone. This SAR region has therefore been officially notified by the International Maritime Organisation (IMO). Libya had already submitted such an application last summer, but withdrew due to a lack of prospects of success. With the support of the Italian Coast Guard, the Libyan authorities launched a new attempt in December, which is now said to have been approved by the IMO.
In order to set up an SAR region, the competent authorities must, among other things, designate a maritime rescue coordination centre (MRCC). The notified SAR regions and MRCC’s are officially available on a Canadian website, but there is no entry for Libya. The European Union is stepping up efforts to protect its external borders. The focus is on developing the Frontex Border Agency into a European Border and Coast Guard Agency. Another pillar of EU migration policy is the transfer of border security to third countries. Particular attention is paid to the maritime borders in Libya and neighbouring countries. Furthermore, most of the migrants reaching the European Union via the Mediterranean come from Libya. Their absolute number is declining, yet in 2017 almost 119,000 people fled.
The fragile „unity government“ in Tripoli controls only a fraction of the land borders. However, their military coastguard and civilian maritime police are responsible for those stretches of the coast from which many depart for the EU. Shortly after the fall of Muammar al-Gaddafi in 2011, the EU wanted to integrate the Libyan coastguard into its surveillance systems. Control centres in Tripoli and Benghazi should be connected to a Mediterranean Cooperation Centre (MEBOCC) based in Rome. The majority of the population in Germany is against the acquisition of armed drones; nevertheless a contract to procure them may soon be signed. The Social Democratic Party can still prevent the deal.
Before June 15th, the German Ministry of Defense plans to sign a contract to lease seven weaponizable drones. The deadline for concluding the lease agreement that was offered last year has once again been extended. The Airbus Group, the arms company that is the prime contractor in the drone procurement deal, confirmed this to the German Ministry of Defense. The previously agreed-upon price of around 900 million Euros will still be honored.

Earth observation is playing an increasingly important role in European security and defence policy. Greater synergies are to be achieved between civil and military capabilities in future. This is being trialled in the field of migration control: satellites are providing information about refugees’ “hiding places”, among other things. The border agency Frontex is one of the organisations using this information.
The European Union is now making security-related information from satellite intelligence available using a software application named “GeohuB”. The tool was developed in the framework of the multi-level project “Geospatial Information to Support decision Making in Operations” (GISMO), launched in 2014. The agency responsible is the European Defence Agency (EDA). GeohuB is intended to facilitate geospatial intelligence. Libya is to become the first third-state to join the EU’s satellite-supported “Seahorse Mediterranean” network. The Italian military is currently setting up the necessary control centres, to be followed by a new application for a search and rescue zone, supported by Italy. In the end, the Libyan coastguard is to coordinate all maritime search and rescue missions itself.
Shortly after Muammar Gaddafi‘s fall from power in 2011, the European Union attempted to incorporate Libyan border surveillance into European systems. Just one year later, rebels in the first post-revolution government signed a declaration with the intention of establishing maritime situation centres in the capital Tripoli and in Benghazi. The Libyan coastguard, which is part of the military, was to be linked with the Mediterranean Border Cooperation Centre (MEBOCC) in Rome. The Mediterranean countries of the EU are establishing a network to facilitate communication between armed forces and the border police. Libya, Egypt, Algeria and Tunisia are also set to take part. This would make them, through the back door, part of the surveillance system EUROSUR. Refugees could then be seized on the open seas before being returned to Libya.
The satellite-based Seahorse Mediterranean Network is to commence operations in the course of this year. This information was disclosed by the European Commission in response to a parliamentary interpellation. The Libyan coastguard, which falls within the remit of the navy, would thus be party to information from European surveillance systems. The private rescue organisation Sea Watch e.V. is pressing charges against the Libyan coast guard because of an attack during a rescue operation on the Mediterranean Sea. According to the organisation 30 refugees died after their dinghy was damaged by a patrol boat on 21 October 2016. The rescue team rates this incident as an attack on maritime transport.
The coast guard’s patrol boat with the registration mark ‚267‘ interfered with the rescue operation of the ‚Sea-Watch 2‘, which was instructed by the sea rescue control centre in Rome. Pictures of the professional photographer Christan Ditsch, who was on board, show the coast guard pushing between a speed boat of the ‚Sea-Watch 2‘ and the dinghy. The crew was prevented from provideing the refugees with life jackets. A person in uniform then came on board of the dinghy and started hitting the passengers. The US company Northrop Grumman is constructing several derivatives of the Global Hawk drone, including the Euro Hawk, which was once prized by the Bundeswehr, and its successor model Triton. NATO is procuring five Global Hawk drones, which are to be stationed in Sicily. They are scheduled to have initial capability from the end of 2017.
Five Global Hawk high-altitude drones are currently being procured and will be stationed in Sigonella, Sicily, as part of NATO’s Alliance Ground Surveillance (AGS) programme. These drones will be deployed for surveillance and reconnaissance purposes in the context of NATO missions. Their express focus is on flights in countries bordering Russia. All NATO member states are required to provide financial assistance for the programme to the tune of an estimated 70 million euros annually. The first procurement is only being financed by a handful of member states, however. The majority of the costs of around 1.45 billion euros is being met by the US (42 per cent), Germany (33 per cent) and Italy (15 per cent). Airbus is to be the prime contractor for the German-Israeli drone deal. The company will then own 13 old and new Heron drones for the Bundeswehr’s use. The arming of the drones would be guaranteed from the spring of 2019. Now a competitor, US drone manufacturer General Atomics, has lodged a complaint with the federal public procurement tribunal.
The armed German drones will be delivered with the Israeli manufacturer’s usual munitions, the Federal Government revealed in its answer to a Minor Interpellation. The Heron TP drones are to be equipped with the weapons which are integrated into the system by Israel Aerospace Industries (IAI) for the Israeli Air Force. IAI itself produces laser-guided air-to-surface missiles, for example.
Until now, it was unclear whether the five planned drones would be equipped with guided bombs or missiles produced by European manufacturers. The German Ministry of Defence has named Airbus as the main contractor for a two-year study for a European long-range armed drone. The contract is due to be signed before the summer recess, and work is to begin in September. The total cost of the project exceeds one billion euros.
The German Federal Ministry of Defence is fleshing out the procurement plans for armable long-range drones. Under the direction of Airbus Defence and Space (ADAS), a division of the Airbus group, an initial definition study for a ‘European MALE RPAS’ is to be conducted.
