Tunisian border authorities are receiving equipment and training assistance from the German Bundeswehr and the Border Police in the course of a number of projects. Existing measures are now being extended. Manufacturers of surveillance technology stand to benefit.
The German Government is helping Tunisia pursue the ongoing development of an electronic border surveillance system. A section that has already been constructed is now being extended along the Libyan border to the border town of Borj El Khadra in the Sahara. This was disclosed by the Federal Ministry of the Interior in response to a minor interpellation. The overall project is being planned together with the US Government. The intended recipient of this “training initiative” is the Tunisian military .
The American Defense Threat Reduction Agency (DTRA) has been tasked with the concrete implementation of these measures. Costs of extending the installations are not known. The EU and NATO are training for their joint rapid response in the event of a crisis with three coordinated exercises. The simulated threat comes from Russia, hackers, the caliphate, immigrants and globalisation critics
On 1 September the European Union and NATO will start their shared „EU Parallel and Coordinated Exercise 2017“ (EU PACE17). This is according to a Council Document published online by the British civil rights organisation Statewatch. The two alliances will test their crisis management structures over six weeks.
NATO is responsible for leading the exercise, the section organised by it is referred to as „NATO CMX17“. The NATO is also responsible for escalating hypothetical scenarios with daily „injections“. The Mediterranean countries of the EU are establishing a network to facilitate communication between armed forces and the border police. Libya, Egypt, Algeria and Tunisia are also set to take part. This would make them, through the back door, part of the surveillance system EUROSUR. Refugees could then be seized on the open seas before being returned to Libya.
The satellite-based Seahorse Mediterranean Network is to commence operations in the course of this year. This information was disclosed by the European Commission in response to a parliamentary interpellation. The Libyan coastguard, which falls within the remit of the navy, would thus be party to information from European surveillance systems. Police forces in the EU member states could be able to use fingerprints and DNA traces collected by the US military in Syria and Iraq in the near future. Intelligence services would also be granted access.
According to an EU Council document, the EU police agency Europol intends to process fingerprints and DNA traces in The Hague that are processed by the US military in war zones. This data is being exchanged in the context of Operation Gallant Phoenix, which is an intelligence project spearheaded by the US military that according to media reports, is based in Jordan. US intelligence services are also involved in this undertaking. The private rescue organisation Sea Watch e.V. is pressing charges against the Libyan coast guard because of an attack during a rescue operation on the Mediterranean Sea. According to the organisation 30 refugees died after their dinghy was damaged by a patrol boat on 21 October 2016. The rescue team rates this incident as an attack on maritime transport.
The coast guard’s patrol boat with the registration mark ‚267‘ interfered with the rescue operation of the ‚Sea-Watch 2‘, which was instructed by the sea rescue control centre in Rome. Pictures of the professional photographer Christan Ditsch, who was on board, show the coast guard pushing between a speed boat of the ‚Sea-Watch 2‘ and the dinghy. The crew was prevented from provideing the refugees with life jackets. A person in uniform then came on board of the dinghy and started hitting the passengers. The US company Northrop Grumman is constructing several derivatives of the Global Hawk drone, including the Euro Hawk, which was once prized by the Bundeswehr, and its successor model Triton. NATO is procuring five Global Hawk drones, which are to be stationed in Sicily. They are scheduled to have initial capability from the end of 2017.
Five Global Hawk high-altitude drones are currently being procured and will be stationed in Sigonella, Sicily, as part of NATO’s Alliance Ground Surveillance (AGS) programme. These drones will be deployed for surveillance and reconnaissance purposes in the context of NATO missions. Their express focus is on flights in countries bordering Russia. All NATO member states are required to provide financial assistance for the programme to the tune of an estimated 70 million euros annually. The first procurement is only being financed by a handful of member states, however. The majority of the costs of around 1.45 billion euros is being met by the US (42 per cent), Germany (33 per cent) and Italy (15 per cent). The German Ministry of Defence has named Airbus as the main contractor for a two-year study for a European long-range armed drone. The contract is due to be signed before the summer recess, and work is to begin in September. The total cost of the project exceeds one billion euros.
The German Federal Ministry of Defence is fleshing out the procurement plans for armable long-range drones. Under the direction of Airbus Defence and Space (ADAS), a division of the Airbus group, an initial definition study for a ‘European MALE RPAS’ is to be conducted. For the interim period, an Israeli model is to be leased; over the next ten years, European arms companies are to develop a competitive “Euro-drone”
The German Bundeswehr has now selected a model of combat drone for future use. It plans to lease “three to five” of the latest “TP” version (Block 2) of the Heron family of drones, developed by Israel Aerospace Industries. The prime contractor for the leasing arrangement is the Airbus Group, which entered into a teaming agreement with the Israeli manufacturer on marketing in Europe.
The selection decision is initially a “bridging solution” for a ten-year period. The Federal Government is planning the development by 2025 of a “European solution” for drones which can be armed. After several attempts, the governments of Germany, France and Italy have agreed on a preliminary study for a long-range drone of this kind. The arms companies Airbus, Dassault Aviation and Alenia Aermacchi have been tasked with carrying out this “multilateral drone project”.
