Police agreement: Europol to exchange biometric data with Israel

Israeli authorities are to be allowed to process and interlink personal information from the EU using „automated procedures“. According to a draft, this would even be possible in the territories occupied after 1967, although the so-called territorial clause excludes this.

Five years ago, EU member states gave the Commission a mandate to start negotiations for a Europol agreement with Israel, after the Estonian Presidency had presented a draft to that effect at the end of 2017. Now the Commission appears to have finished negotiating. The British civil rights organisation Statewatch has posted the document online. The Council and Parliament are now expected to give the green light.

The planned cooperation with the EU police agency is explicitly about the exchange of personal data. All authorities responsible for fighting terrorism and organised crime in Israel would benefit from this. The cooperation runs under the name „Red Baron“, writes the German Air Force on its website. The name was chosen by the Israeli military. It honors the pilot Manfred von Richthofen. Which intention the Israeli air force pursues with the naming is unclear. As a combat pilot, von Richthofen achieved the highest number of air victories in the First World War. It is therefore reasonable that Israel expects the German drones to be armed soon. However, a further resolution of the Bundestag is necessary for this. Despite territorial clause: Europol starts police cooperation with Israel

After years of negotiations, Europol and Israel agreed on closer police cooperation. A treaty on the exchange of personal data is to follow. According to an EU decision, such agreements do not apply in occupied territories.

The Israeli government concluded a working agreement with the EU police agency Europol on Tuesday. Israeli police chief Ronen Alsheich met the new Europol director Catherine De Bolle in The Hague for the signing ceremony. The Treaty provides for cooperation to combat cross-border crime. This includes cybercrime as well as fraud and terrorism. The 28 Member States can now also collaborate more closely with Israeli authorities.
