In EUROSUR, EU member states use various satellite services for maritime surveillance. Frontex and the Maritime Security Agency conclude cooperation agreements with the „Copernicus“ programme for this purpose.
All the information Frontex collects at the EU’s external borders is fed into the EUROSUR border surveillance system, which went into operation in 2014. From space, this data comes from the satellites of the EU’s Copernicus Earth Observation Programme, which is used for security, civil protection, environmental management and climate change research. To date, the EU has launched several optical and radar-based reconnaissance satellites for the programme. The space data are received and processed by the EU Satellite Centre (SatCen) in Torrejón, Spain, which has the status of an agency.
In the first years of its existence, Copernicus was known as Global Monitoring for Environment and Security (GMES). After the European satellite navigation system „Galileo“, the European Commission described the platform as the „second flagship“ of European space policy, tailored to increased security needs. Bavarian company Hensoldt is nearing completion of a radar system that will allow drones to detect an impending collision. This was announced by the manufacturer in a press release. According to the release, a collision warning system has already been successfully tested in flight. Work on the interaction with an autopilot is also close to completion. The technology is to be used in large military drones as well as on board smaller civilian drones.
With the system, Hensoldt wants to enable the integration of unmanned aircraft into the airspace controlled by Air Traffic Management. Last week, the German Bundestag passed a bill for the „Eurodrone“, a far-reaching drone project. Under the leadership of Airbus, defence companies from Germany, France and Italy are to develop and mass-produce a drone weighing around 11 tonnes for almost four billion euros. It can be used for reconnaissance, interception and attacks.
Also on the agenda of the Budget and Defence Committee, but with less fanfare, was the procurement of a naval drone. In the AImEG project („Reconnaissance and Identification in the Maritime Operational Area“), the Ministry of Defence has been planning since the noughties to equip its then new „Braunschweig-class“ corvettes type K130 with helicopter drones. In various projects, the military and the defence industry are investigating the networking of manned and unmanned aerial vehicles. For the Air Force, they could in small numbers support air combat; for the Army, they can detect and destroy nearby targets in large swarms.

In several projects, the German Federal Police is testing drones in maritime environments. So far, the unmanned aircrafts have to fly in restricted areas, but soon they could be integrated into civil airspace. The Ministry of Transportation, which responsible for this, is now asking the European Union to provide drone flights.
The German Maritime and Hydrographic Agency (BSH) has requested drone flights from the European Maritime Safety Agency (EMSA). In coordination with the Federal Ministry of Transport and Digital Infrastructure (BMVI), to which the BSH is accountable. The BMVI is now providing details in its response to a parliamentary question.
Accordingly, it is a three-month test phase which is intended to supplement the BSH’s ship exhaust gas measurement network. The authority will use it to examine the gas plumes of passing ships and calculate the fuel sulfur content, which in Germany may only contain 0.1 percent.The drones should also map tidal flats and shallow water areas. Women are rather sceptical about the civilian use of drones in Germany, while men predominantly agree with the use of the technology. This is the conclusion of a study conducted by the German Aerospace Center (DLR) and the Institute for Applied Social Research (infas) on the acceptance of unmanned aerial vehicles.
