Several thousand refugees have attempted to cross the Belarusian border with Lithuania and Poland in recent weeks, subsequently seeking asylum in countries such as Germany. New German cybersecurity guidelines harbour even more surveillance and centralised powers
The Federal Cabinet today approved the new „Cybersecurity Strategy for Germany“. The draft, prepared by the Federal Ministry of the Interior, is to be in place for five years and replaces the previous version from 2016. The document describes four different guidelines. Cybersecurity is to be understood as a joint task of the state, business, science and society. Associations as well as citizens themselves should also find „common answers“ to cyber threats. On 1 September the European Union and NATO will start their shared „EU Parallel and Coordinated Exercise 2017“ (EU PACE17). This is according to a Council Document published online by the British civil rights organisation Statewatch. The two alliances will test their crisis management structures over six weeks.
NATO is responsible for leading the exercise, the section organised by it is referred to as „NATO CMX17“. The NATO is also responsible for escalating hypothetical scenarios with daily „injections“. Europol’s Internet Referral Unit is more active than had previously been known. The partnership with the internet industry is now to be expanded further, with the aim of establishing a Joint Referral Platform for the police and private companies and developing “counter-narratives”.
A document posted online by the British civil-rights organisation Statewatch provides new information about the Internet Referral Unit set up at Europol in The Hague. It states that the unit has already found, analysed and assessed 7364 pieces of suspected terrorist and extremist material online. In 6399 cases, Europol asked internet companies to remove the content, and was successful in 95% of cases. Much lower figures had been given by the European Commission in a communication five weeks ago.
